It is for the NEGOTIATIONS to decide the fate of the settlements. Therefore to permit continued building in ANY of them is a farce going into the negotiations. Only America can decide between rescuing this last chance for peace, which will never return, and the beginning of a spiral of violence in the Middle East leading to global war.
