The HRC sent a mission to look into a Beit Hanoun case of a large number of Palestinian civilians killed, I believe in 2006, which also included Arch. Tutu and others. Israel refused to cooperate and the mission did not make it to the Gaza area. This was last year`s HRC, and the one Gillerman is complaining about. Israel refuses to cooperate, HRC puts it under watch, and Israel complains. Sounds like an unjustified complaint to me.
