An Oleh (Olah for a female) is a Jewish immigrant to Israel. It comes from the verb la`alot which means to go up. By coming to Israel to live the Oleh is elevating himself. I`m one myself from the U.S.
That aside, I do see a difference in that these criminals are Jewish. The law should treat everyone equally, but as a society we should expect more from our own.
