No steps on the ground involving the peace process will take place except as specified by the implementation agreement.

Since the final status had been defined in advance, and since the process is such that it is in the interest of each of the sides to carry out the next step and each of the sides knows this there will be trust in the process, unlike all previous agreements in which it was not clear where it all leads.

The process will succeed only if it generates wide popular support on both sides. Such a support will also guarantee that difficult steps against extremists who object to the process will be actually carried out, unlike all previous attempts.

It will guarantee that either the process fails at an early stage or it will succeed and generate a stable Palestinian state.
