Barak`s idea of agreeing to a peace with an unstable unpopular government in the West Bank and Gaza but defending Israel against rockets atack can only be a second line of defence.
A much better idea is for Israelis and Palestinians to agree to an implementation plan which would lead to a preagreed final status description.
This will guarantee that as Israel withdraws, the Palestinians create a functional state in the West Bank. Without the creation of such a state while the implementation proceeds, the Palestinians will not be able to carry out the implementation and the process will halt. The only way it will succeed is if there is a clear popular support for the final status agareement which would allow a stable Palestinian governement which speaks with one voice to come about.
