Few realize that the ultimate IAEA test has become to sufficiently prove a negative, so the IAEA can have enough confidence to declare that your nuclear program is for peace, as is allowed under the NPT. They are still trying to prove this negative. Yet many complain that such an effort takes too long, and that we ought not accept the work of a Nobel Peace prize winner because of his place of birth.
