First of all, Zionists do not claim to speak for all Jews. That`s your own take on it. Claiming Zion is the home for all Jews doesn`t imply that all Jews agree with either that statement or the way in which the Israeli government conducts itself.
Secondly, your statement would only make sense if Jews claimed Zionism speaks for them (not the other way around).
For example, if I claim that I speak for you and then I say something objectionable, should you be held responsible? The answer is, of course not. If, on the other hand, you claim I speak for you and I say something objectionable. Then it may be reasonable to hold you accountable.
