After naming plastic bags (blown against fences by the wind) SA`s national flower, the government forced shops, which used to give them away free, to charge for them. My own impression is that intially there was quite a strong reduction - people either buying permanent bags or reusing previously bought ones, with a few wheeling the trolley to the car and using box etc.
IMHO: At best government can lead, exhort and educate, but at the end of the day, it`s up to us individuals. |
