| Responsibility for discipline lays with the schools and the educational authorities, not with the victims of bullying. The Ministry of Education should examine the ways teachers are upholding discipline in the courtyard, the corridors and the surrpoundings of the school half an hour before and after school hours, and during the pause. This is how it used to work in `enlightened countries.` In ours it seems normal for school authorities to shy away from imposing order. That is the root of all evil, rather than victims hitting back. |
