According to the Oslo accord Palestinians are to hold free elections. However parties are not elegiable to run for reasons similar to that of Israeli parties. If they incite hate and racism. Israel may be providing water, electricity, etc but like any other nation who has borders they have a right to close them. I expect that the same people here who whine about palestinian hardships caused by closed borders also add to their posts how many Mexicans need to get into the states to work and how I now need a passport to get across the US/Canada border.
