"Education Ministry estimated to be NIS 770 million a year- while the Finance Ministry put it at half that sum."

This could mean:
a) The Education Minstry pads its budgets unrealistically. I wouldn`t be surprised.
b) The Finance Ministry underestimates the needs of the education system and sells them short. Perhaps.
c) Neither minstry really knows how much it costs to run a school or educate a student. So how accurate can their budgets be in the first place? And yet, somehow, the public schools continue to suffer, lacking air conditioning, supplies and materials, forcing teachers to pay for photocopies from their own salaries - salaries that have been the bone of contention and reason for annual strikes at the start of every school year.

On a positive note, I applaud the decision and look forward to seeing Israel grow and prosper as a result.
