As the figures are computerized the 15% secular that do not serve include a large percentage of Israelis living abroad that left the country and have in the majority of cases, no intention of returning or serving due to the fact that their lives are now based overseas. If one discounts this large amount we arrive at a much closer par of 50-50 and not the 11-15 that you refer too
