Of the 26% of 18 year old that don`t serve in the army only 11% are Haredi. By my count that means that 15% that don`t serve are ordinary Israelis. The Haredim are learning. What are the rest doing...hanging out, playing in game rooms. Who ever doesn`t serve must be made to do Sherut Leumi. There is no free ticket except for medical disabilities.
