Yes, it definitely does.

But whether this entitles us to claim restitution if our parents were already beneficiaries is another question. Frankly it`s the neglected rights of those who were excluded from restitution because they resided in the Generalgouvernement, where the Nazi invaders claim not to have done the stringent accounting needed to discover the individual fates of their families, that exercise me much, much more.

It seems unlikely that this claim will succeed.
