I cant see how the statisticians could know for for at least several years after someone left the country that they probably weren`t coming back. There is no signing out book at Ben Gurion where you state that you arent coming back- there are official registers of permanent arrivals but not for permanent leavers.
In any event those arriving must be desperate, insane or so hyped-up on religious fanaticism that they would go to a country that sadly has no long term future- mostly caused by its own stupid mistakes over decades. In short, the sane and/or wealthy are leaving and the poor and/or insane are arriving.

Its like going to live in Europe in 1939, from the USA- fanaticism is the only difference.
