Nefesh B`Nefesh does not pay for someone`s life. They give maybe six months of sustenance. That is a lot of money but it won`t convince a person who wants to leave Israel to stay (after the $ runs out). On the other hand it gives a new immigrant time to settle in and find a job which will start them off on the right path. Before NBN people DID make Aliyah without any help and, without that first "cushion" period many were forced to move to development towns or take less-desirable jobs and thus were less happy and moved back. The NBN grants are not nearly enough to convince someone of Allan`s opinion (above, #3) to move here.
