Cluster bombs are supposed to be used against military personnel, not against civilians or in civilian areas. Israeli use of these bombs in Lebanon was probably illegal, and the present restriction by the US is meant as "punishment".
"Three international law experts assigned by the UN human rights watchdog to investigate the aftermath of this summer`s war in Lebanon said Friday that one of their main conclusions is that Israel`s use of cluster bombs proves the weapons should be banned.
