The US doesn`t have a clear position yet on cluster bombs.

The Bush administration is changing and has agreed to negotiate towards many more restrictions on their use. These were originally for use against large concentrations of enemy troops and tank formations. They have evolved into other uses and now routinely are used near civilians.

The US is spending billions cleaning up after their use, in SE Asia from the 60s and 70s and now in Iraq. The previously used American cluster bombs are a daily danger to American troops in Iraq.

Troops building the FOB in Diyala province had to wear full body armor while working on the perimeter fence because of the problem. It`s like working in a minefield, with no map of the mines.
