The UN couldn`t have said that what Hizbulla fired into Israel were cluster bombs because they don`t fit the accepted definition of cluster bombs.

You can, of course, provide a link to such quote.

According to Wikipedia, "Cluster munitions are air-dropped (Cluster bomb) or ground-launched shells that eject multiple smaller submunitions ("bomblets")."

What Hizbulla fired into Israel were bombs that contained ball-bearings and perhaps nails that became "dead" after they hit the ground and not bomblets that could be scattered over a large area and continue to kill days or months later.

Let`s at least be accurate with our words!
