The land is under occupation. The Occupying Power can not confiscate land that is under private ownership. It can USE that land, for military purposes, but it must not TAKE the legal title of that land off a "protected person", and when occupation ends they must return the USE of that land back to its rightful owner.
People under occupation have rights, Jake. That`s what these International Humanitarian Laws are supposed to protect, and that is why Israel signed up to them.
