That is Egypt taking up a belligerent stance; a procovation, if you want, yes.
That is not Egypt starting a war. Starting a war is when you send your warplanes into Egyptian airspace to wipe out Egyptian planes on the ground, and simultaneously launching an armored OFFENSIVE into the Sinai.
THAT`S what is meant by starting a war, S.

Again, S, PROVOCATION is not WAR. War is launching your army across the Sinai with an agreement with France and Britain that they would come in and replace you as the army of occupation.
Both times Nasser PROVOKED Israel. No question. He prodded and poked, threatened and harranged Israel. And Israel responded both times by launching an armored OFFENSIVE across the Sinai.
