It appears you`ve been misinformed.
First, Israeli Arabs are NOT Palestinians. The Palestinians are fighting a war against Israel. An Israeli Arab that considers himself a Palestinian, considers himself an enemy, and enemies cannot demand equal rights.
Secondly, Arabs are not exempt from military service. They are exempt from conscription, but any Arab can volunteer and be given the same rights as any other soldier. I know because I served together with some. Their exemption is VOLUNTARY. They can change that at any time. The Druze, for example approached the leadership in the 50`s and asked to end their exemption, so now they are also conscripted.
And women are certainly not exempt from anything. Half the army is women, including in combat units, pilots, navy captains.
Anyone who does not serve in the army, does not receive veteran`s benefits whether he`s Arab or Jewish. In fact the same things that are important to Yeshiva students are also important to Arabs, such as welfare, child benefits etc.
As for educational facilities, some of the best schools are Arab. The school in Nazareth is so good that it also attracts Jewish students from nearby areas. It`s true that on the average Arab schools receive smaller budgets, but the smaller budgets are also partly their fault. For example most Arab cities and villages have not yet submitted their planned future development programs, which are neccessary for higher budgets. Arabs are also less likely to continue to some higher education institution so there`s less return for the investment.
