What is usually ignored in this who debate is that there is a large gap between a nuclear power industry and a nuclear weapons production capability. That "gap" is in how long the Uranium enrichment cascades are, and if there are Plutonium extraction plants. These are things which can be monitored and the IAEA is quite able to do so. Small scale work is possible in secret, but not the industrial scale operations necessary to produce weapons.
