The President has always had a tactical advantage over Congress in that he can make swift decisions and implement them without having to ask anyone for their approval.
Congress is, however, not without powers of its own, and it is to be compared with a battleship that takes a long time to stop and change course.
Congress stopped on November 7th 2006 and is now changing course, and in time it will pick up speed and flatten the President.
