I agree with your analysis. And Shimon Peres` answer was adequate. But why not a bold gambit talking to HAMAS? Tell them not only what you said to tell the Emir; but also that they must PUBLICLY and for real: 1) accept the freedoms of religion (inc. freedom to convert OUT of Islam, freedom for Jews to pray on the Temple Mount, Joseph`s Tomb, etc..;), press, and speech, and due process; 2) prosecute those found guilty of "honor killings;" 3) stop killing so-called "collaborators," and put a moratorium on the death penalty; 4) prosecute those who aid and abet suicide bombers, or others who kill Israelis; 5) remove the anti-Semitism and hatred of non-Muslims, as well as the glorification of suicide bombers, from their textbooks; and then let their refusal - ON EACH POINT - show the world (even more) their true colors? In any event, it would be a better starting point than any I`ve heard lately.
