In Israel, unlike the Arab countries, the Military is subservient to the will of the people and their elected officials. Otherwise, there would be a military dictatorship ruling the people. Halutz served under the orders of the PM & DM. The ultimate responsibility for failures remains with them. Halutz wound up being a scapegoat for the ineptitude of Olmert, Halutz & Livni. They should have set the example and resigned ahead of Halutz.
