As victims of religious persecution, whose lives are in danger in their own country, they should be eligible for refugee status in any country that has signed the Universal Declaration of Human Rights.

Their case is the sort of thing you would expect a "human rights" organisation like Amnesty International would help with, if it was not so busy trying to help the likes of Saddam Hussein and other terrorists.
