Halutz didn`t need to order the munitions to be used against civilians -- anymore than he needs to order IDF soldiers to shoot down women and children in Gaza. He even has the luxury of formally barring such behavior.
One can rely on the ferocious racial hostility of Israelis to produce such killings. No orders need be issued -- just make it clear there will be no punishment. There are plenty of IDF soldiers and commanders out there who know exactly what to do.
