If you have heard Livni speak you might have noticed that she does have a certain gruffness in her tone, so the adjective is very fitting.
However what you variously call gruffness, arrogance and a high handed rebuff is probably lack of diplomacy on Livni`s part. It`s an Israeli characteristic and an Israeli failing. We always get the worst of political deals because of a total lack of guile.
I get the feeling that Olmert is grasping the back of her clothes as she attempts to surge forward.
