It is not so difficult. When people travel to other countries they ought to respect the sensitivities of the societies they visit. A controversy is now rightly being discussed in Dubai because European ladies are told to dress more conservatively out of respect to local mores.
Likewise the most aggressive Islamic wear should be discouraged in the West. Children may be scared by the Niqab (?) or by wild beards. Wearers should be told this is offensive and be encouraged to abstain. It is not a matter for legislation but common sense and normal peer pressure.
