Israel is very small so I can understand why many Israelis would want to live in the US or Europe. They cannot move to any neighboring countries so these are there only real choices. Israel and New Jersey are about the same size. Could you imagine living in New Jersey for your whole life?
In my opinion, Israelis living abroad are the same as any other Jews living in the diaspora. Israel must mimic the US in certain ways, such as econonomic and religious freedom (ie the orthodox) and then many Israelis, Jews, and even many non-jews will want to come to Israel to make thier lives there, and thereby improve it.
