Battered women, out of shelters, aren't taught work skills

Sunday was the International Day for the Elimination of Violence against Women.
In Israel, over ten thousand battered women seek the aid of social services each year, and hundreds escape to shelters.
The state has made much progress in setting up shelters, but has neglected to establish mechanisms to help the women start over once they leave them.
