Last week the British newspaper The Guardian devoted an article to Europe's lost generation, those 15- to 29-year-olds who don't have jobs, aren't studying and aren't receiving any job training. Europe has 14 million young unemployed, dubbed NEET - not in employment, education or training. They are costing the European Union 153 billion euros a year, 1.2% of the EU's combined GDP, in unemployment...
