Whoops. Thanks to a typo, the Education Ministry has permitted children under 15 years of age to work.

Among other things, the latest circular from the ministry's director-general discusses the battle against "the phenomenon of employing children below 13 years of age".

However, the law explicitly forbids the employment of children younger than 15 years of age. While the typo is meaningless, it does imply that the ministry approves of children working at a younger age.

Admitting the error, the ministry commented that it will shortly be issuing a new circular: the circular should have stated "under 16 years of age", not 13.
