As diplomats from seven nations converge in Moscow this weekend, ahead of the third round of talks between P5+1 (the five permanent members of the UN Security Council plus Germany) and Iran which begin on Monday, it would hardly be an exaggeration to say that hopes for a breakthrough are at their lowest level ever.
