It’s almost 8:30 P.M. and dark has descended on the Sherover Promenade, a grass-and-stone park that clings to the ridge of a valley in southeastern Jerusalem. From here, the Old City and East Jerusalem spread out a carpet of lights in the near distance. The Dome of the Rock sits like a big golden button in the middle of it all, waiting to be pressed.
